Yes, this is called a capture card that is installed on your PC. I have a Haupppauge ATI also makes a good one.It capture video and converts it into a digital file to either AVI or MPG. The video capture quality is very dependent on the quality of your VCR and you have a TBC in it, and if you have a CPC independent. S-video gives you a better quality than the yellow RCA cable.
